At the beginning of April, Bob Rae, in his role as Canada’s special envoy to Myanmar, released his report, “Tell them we’re human” What Canada and the world can do about the Rohingya crisis, on the situation of the Rohingya which includes seventeen recommendations.
Unfortunately, it is unclear how effective or useful some of these recommendations, which include continued active engagement with the Myanmar government and encouraging the return of the Rohingya, might be if Canada were to enact them.
As well, Rae missed the opportunity to frame the report in the context of the Responsibility to Protect. Instead, R2P is mentioned only in passing and not used as a framework in which to understand the responsibilities of Canada and the world with regards to the humanitarian crisis and probable genocide involving the Rohingya.
